英國南安普敦大學海洋及地球科學學院教授Prof. John Shepherd以及皇家學院(Royal Society)同仁寫了一份報告：Towards a Low Carbon Future。因應氣候變遷之速度，提出對英國目前的能源系統之改善方案，以達未來需求。

 

Prof. Shepherd表示： "For the sake of future generations we cannot afford to wait until our climate is changed dramatically or the oil runs out before we end our dependency on fossil fuels. If the UK wants to provide global leadership it has to convert talk into action.”
