"冬季的倒數第二個節氣，天氣雖寒冷但還不到一年中最冷的時候。俗語說：「小寒大冷人馬安」，指冬至過後的天氣需再冷一些才符合季節變化，人畜也才會平安無事。設計圖面以雪白的喜鵲為主題，加入冬季盛產的茼蒿元素於頭部、翅膀及尾巴，象徵這個最適宜吃火鍋進補的冬令時節。"
